摘 要:随着我国民用机场的飞速发展,机场规模的不断扩大,改扩建工程对于机场势在必行,不停航施工与机场运行之间的矛盾日渐突出,机场不停航施工可能会给机场带来运行秩序上的干扰、机场不安全事件发生等。为了降低不停航施工带来的机场运行安全方面的潜在风险,利用集对分析法能够更好的体现风险分析的不确定性、准确性与系统性等优点,对机场不停航施工运行安全进行评估,得到危险源实施缓解措施前后安全态势值的变化。结果表明:集对分析法既能对机场不停航施工运行安全做出科学有效的评估,又能溯其根源有针对性的提出缓解措施,对提高机场不停航施工运行安全有效,并具有广泛的适用性,为更科学地运行安全风险评估提供了借鉴。With the rapid development of China’s civil airports and the continuous expansion of the airport scale,the reconstruction and expansion project is imperative for the airport.The contradiction between the non-stop construction and the operation of the airport is becoming increasingly prominent.The non-stop construction of the airport may bring interference on the operation order of the airport and the occurrence of airport unsafe events.In order to reduce the potential risk of airport operation safety caused by non-stop construction,the set pair analysis method can better reflect the uncertainty,accuracy and systematicness of risk analysis,and evaluate the operation safety of airport non-stop construction,and get the change of safety situation value before and after the implementation of mitigation measures.The results show that the set pair analysis method can be used to evaluate the safety of airport non-stop construction,to make a scientific and effective assessment of the operation safety of the construction of suspension of air traffic,and to trace its root causes,put forward targeted mitigation measures,to improve the safety and effectiveness of airport construction without suspension,and has a wide range of applicability,which provides a reference for more scientific operation safety risk assessment.
