摘 要:碳捕集利用与封存(CCUS)指将二氧化碳从能源利用、工业生产等排放源或空气中捕集分离,并输送到适宜的场地加以利用或封存,最终实现二氧化碳减排的技术。《中国碳捕集利用与封存技术发展路线图》等研究将CCUS技术定位为“可实现化石能源大规模低碳利用的战略储备技术”。2020年9月,我国正式提出将力争2030年前二氧化碳排放达到峰值,努力争取2060年前实现碳中和的愿景。实现碳中和目标要求我国加速构建零碳能源系统、重塑零碳工艺流程、建立负碳技术体系。在此形势下,CCUS技术应重新定位为“我国碳中和目标实现技术组合的关键组成部分”,并从以下五个方面深刻认识CCUS技术对实现碳中和目标的重要作用:①CCUS技术是实现化石能源净零排放的唯一技术选择;②CCUS技术是火电参与零碳电力调峰的重要技术前提;③CCUS技术是钢铁水泥等难减排行业深度脱碳的可行技术方案;④CCUS技术是未来获取非化石碳原料的主要技术手段;⑤CCUS耦合生物质能(BECCS)等负排放技术是实现碳中和目标的托底技术保障。展望碳中和目标下未来发展,需明晰CCUS技术新战略定位,创新CCUS技术新发展路径;推动大规模CCUS集群示范,超前部署新一代低成本、低能耗技术研发;建立健全激励机制、政策法规与商业模式,推动CCUS技术商业化;以及加强国际合作,深化知识共享。Carbon capture,utilization and storage(CCUS)refers to the technology to capture and separate CO_(2) from energy use,indus⁃trial production and other emission sources or air,and transport it to a suitable site for utilization or storage,and finally reduce CO_(2) emissions.In 2011 and 2019,the Ministry of Science and Technology of China respectively released two versions of China’s CCUS Technology Development Roadmap,positioning CCUS technology as a‘strategic storage technology that can achieve low-carbon utiliza⁃tion of large-scale fossil energy.In September 2020,President Xi Jinping formally proposed at the 75th Session of the United Nations General Assembly that China would strive to peak its CO2 emissions by 2030 and strive to achieve carbon neutrality by 2060.The achievement of these targets requires China to build a zero-carbon energy system,reshape zero-carbon industrial process,and establish a carbon-negative technology system.In this situation,CCUS technology should be repositioned as‘the key component of Chinas car⁃bon neutrality technology portfolio,and the important role of CCUS technology in achieving carbon neutrality should be deeply under⁃stood from the following five aspects:①CCUS technology is the only technology choice to achieve net-zero emission of fossil energy;②CCUS technology is an important technical means for coal-fired power stations to participate in shifting the peak load of the carbon-neu⁃tral power system;③CCUS technology is a feasible technology scheme to promote the deep decarbonization of the industries of steel and cement in which carbon emissions are difficult to reduce;④CCUS technology is the main clean source of non-fossil carbon raw ma⁃terials;⑤CCUS coupled with bioenergy(BECCS)can form negative emission technology that is the basic technical guarantee for achieving carbon neutrality.Under the new development opportunities brought by the carbon neutrality target,it is necessary to clarify the new strategic orientation and innovate the new path of CC
