摘　　要：本文构建风险冲击、农村家庭资产和持续性贫困的分析框架阐释风险冲击造成农村家庭持续性贫困的成因,将CHNS数据库中1989—2015年1146户农村家庭作为样本,在测度农户分类资产指数的基础上揭示风险冲击对持续性贫困的影响,论证了个体异质性风险冲击下农户风险应对方式的差异。本文认为,人力资本对摆脱持续性贫困的作用显著优于农业资产和商业资产积累,不同生产性资产配置农户风险应对机制的差异是导致低资产农户陷入持续性贫困的根本原因。因此,探索实施贫困家庭资产账户建设,加强生产性资产帮扶,完善农业保险体系,推动农村普惠金融与教育扶贫事业发展均有助于实现农村贫困家庭的长效脱贫。This paper had explained the cause of persistent poverty in rural households resulted in risk shocks by constructing an analytical framework of risk shocks,rural household assets and persistent poverty,theoretically.By measuring household classified asset index,we had tested the impact of risk impact on the occurrence of rural households’persistent poverty.By explaining the differences of risk response modes of rural households under heterogeneous risk shock,we had also revealed the internal logic of risk shock leaded persistent poverty by using 1146 rural households from 1989 to 2015 from the CHNS database.It was concluded that risk shocks would cause persistent poverty in rural households in China.Human capital played a more significant role in escaping persistent poverty than the agricultural assets and commercial assets among the different productive assets.And also,the differences in risk coping mechanisms among rural households with a distinct allocation of productive assets is the basic reason for low-asset rural households to fell into persistent poverty.Therefore,exploring the asset accounts construction of poor families,improving the productive assets assistance,and promoting the development of inclusive finance and poverty alleviation through education in rural areas were all helpful to achieve the long-term poverty alleviation for poor rural families.
