摘 要:如何以最佳的方式提供农民最需要的公共服务始终是学术界关注的热点问题。本文基于安徽、江西、四川和湖北四省份的农村调查问卷数据,针对交通、环保、医疗、义务教育、公共安全、食品安全这六个方面的公共服务,重点分析了每种公共服务的三个维度——"数量与质量""改进程度""均等化程度"对农民幸福感的影响力差异,以探求农村公共服务供给究竟是"患寡""患停滞"还是"患不均"。研究结果表明:在公共服务供给的三个维度中,首先"患不均",其次"患寡",最后是"患停滞";无论是哪个维度,"食品安全"的影响都较为显著。本文的结论表明:应在充分重视农村基本公共服务均等化的基础上狠抓食品安全问题。How to provide the most needed public services in the best way has always been a hot issue in academic circles.Based on the questionnaire data of Anhui,Jiangxi,Sichuan,and Hubei provinces,this paper focuses on the analysis of the three dimensions of each public service-"quantity and quality","improvement degree","equalization degree"on the impact of farmers’well-being in terms of transportation,environmental protection,medical care,compulsory education,public safety,and food safety to explore whether the supply of rural public services is"suffering from few","suffering from stagnation"or"suffering from inequality".The results show that:in the three dimensions of public service supply,the most"suffering inequality",followed by"suffering oligopoly",and finally"suffering stagnation";no matter which dimension,the impact of"food safety"is more significant.The conclusion of this paper shows that we should pay more attention to food safety on the basis of equalization of basic public services in rural areas.
