摘　　要：农产品质量安全关乎百姓身体健康和生命安全,而农产品生产和销售过程是影响质量的重要环节。农户受认知、利益、群体行为等因素影响,在信息不对称和外部效应情境下,易产生道德风险行为,尤其是在线上农产品销售过程中。通过梳理国内外关于农户道德风险行为和规制措施的相关文献,重点分析了农户道德风险行为的主要表现、影响因素,以及正式制度与非正式制度对农户道德风险行为的影响,并提出了充分发挥村规民约作用、引导农户规范生产行为,以及转变政府市场管理职能、规范市场产销环境等规制农户发生道德风险行为的措施。The quality and safety of agricultural products is related to people's health and life safety,and the production and sales process of agricultural products is an important link affecting the quality.Affected by cognition,interests,group behavior and other factors,farmers are prone to moral hazard behavior in the context of information asymmetry and external effects,especially in the process of online agricultural product sales.By combing the relevant literature on Farmers'moral hazard behavior and regulatory measures at home and abroad,this paper focuses on the main manifestations and influencing factors of farmers'moral hazard behavior,as well as the impact of formal and informal systems on farmers'moral hazard behavior.It puts forward measures for regulating farmers'moral hazard behavior,such as giving full play to the role of village rules and regulations to guide farmers to standardize production behavior,and changing the government's market management function to standardize the market production and marketing environment.
