农村产业融合发展:对乡村振兴战略中农地流转的再思考

摘　　要：产业振兴是乡村振兴战略的总抓手,土地是农村产业发展最重要的生产要素,土地流转与农村产业融合发展具有显著相关性。在农村产业融合发展背景下,我国农村土地流转同时面临政策支持、市场需求和社会期盼等重大机遇以及信息不畅、交易失范和融资困难等诸多挑战,通过重新审视农村产业融合发展中土地流转存在的制度体系、供给保障和市场交易等方面的问题,提出要夯实土地流转产权基础,实现流转管办分离,完善流转服务平台,规范流转管理制度。Industrial revitalization is the key of rural revitalization.Land is the most important factor of production in the development of rural industry.Land circulation has a significant correlation with the integrated development of rural industry.In the background of integrated development of rural industry,China’s rural land circulation was faced with major opportunities such as policy support,market demand and social expectation,as well as many challenges such as poor information,trading anomie and financing difficulties.By reexamining the obstacles of policy system,supply guarantee and market transaction in the integrated development of rural industries,this paper puts forward to these innovative measures,such as consolidation of the land right basis,separation of circulation management and business,the improvement of circulation service platform,and the standardization of circulation management system.
