摘　　要：党的十九届五中全会提出“走中国特色社会主义乡村振兴道路,全面实施乡村振兴战略”,全面推进乡村振兴,加快农业农村现代化是党中央作出的重大决策,是“十四五”时期“三农”工作的重点。但随着乡村经济社会的快速发展,乡村利益主体多元化、诉求复杂化,在全面推进乡村振兴过程中仍然面临法律制度体系不健全、执法能力和水平不高、司法服务还不适应、法治环境建设有待加强等现实问题,这就必须完善涉农领域立法、规范乡村领域执法、健全乡村法律服务体系、增强乡村普法的有效性,多管齐下破困境,充分发挥法治稳预期、利长远、固根本的保障作用。The Fifth Plenary Session of the 19th CPC Central Committee put forward the strategy of“following the road of socialist rural revitalization with Chinese characteristics and implementing the rural revitalization strategy in an all-round way”.Comprehensively promoting rural revitalization is a major decision made by the CPC Central Committee and the main theme of the“three rural work”during the 14th“Five-Year Plan”period.However,with the rapid development of rural economy and society,the diversification of rural interest subjects and the complexity of demands,in the process of comprehensively promoting rural revitalization,there are still some practical problems such as imperfect legal system,low legal enforcement ability and level,awkward judicial service,and the urgent need to strengthen the construction of legal environment.Therefore,it is necessary to improve the legislation,standardize the legal enforcement,and improve the legal system in agriculture-related fields.We should improve the legal service system in rural areas,enhance the effectiveness of legal popularization in rural areas,break through the dilemma through multi-pronged approach,and give full play to the guarantee role of the rule of law in stabilizing expectations,benefiting the long-term and consolidating the foundation.
