推进我国农作物种业高质量发展的思考

摘　　要：在高质量发展内涵的基础上,探讨我国农作物种业高质量发展的内涵、理论特征和评价体系,据此提出转型发展的路径。主要结论是,农作物种业高质量发展与种植业高质量发展具有极强的关联性和决定性,使得农作物种业高质量发展的内涵具有典型的联动性,从现代农作物种业发展的基本逻辑和运行规律来看,农作物种业高质量发展的理论特征主要包括创新驱动呈现全面性、产业结构呈现合理性、产品质量呈现整体性和农作物种业高质量发展呈现多层次性,结合全球种业发展特征、农业高质量发展对农作物种业高质量发展的要求和国家对农作物种业发展的要求,依据问题导向、目标导向和结果导向考核原则,从农作物种业对农业高质量发展的贡献率、农作物种业市场结构、农作物种业创新成果质量、民族种子企业整体发展质量和民族种子企业个体发展质量五个方面提出了建立农作物种业高质量发展评价体系的初步设想。从我国农作物种业现状,加速整合,培育具有国际竞争力的种子企业,真正实现企业主导,是实现农作物种业高质量发展转型的最有效途径。Based on the connotation of high quality development,this paper discussed the connotation,theoretical characteristics and evaluation system of high quality development of crop seed industry in China,and put forward the path of transformation development.The main conclusion was that the high-quality development of crop seed industry was strongly related and decisive to the high-quality development of crop planting industry,which made the connotation of high-quality development of crop seed industry had a typical linkage.And,from the basic logic and operation rules of the development of modern crop seed industry,the theoretical characteristics of high-quality development of crop seed industry mainly included comprehensive innovation-driven development,rational industrial structure,integrated product quality and multi-level high-quality development of crop seed industry.Combined with the development characteristics of the global seed industry,the requirements of high-quality agricultural development on the high-quality development of crop seed industry and the requirements of national development on the development of crop seed industry,mainly based on the assessment principles of problem-oriented,goal-oriented and results-oriented.Further,this paper put forward the tentative idea of establishing the evaluation system of high quality development of crop seed industry from five aspects including the contribution rate of crop seed industry to the high quality development of agriculture,the market structure of crop seed industry,the quality of innovative achievements of crop seed industry,the overall development quality of national seed enterprises and the individual development quality of national seed enterprises.Finally,from the present situation of crop seed industry in China,accelerating the integration,cultivating seed enterprises with international competitiveness,and really realizing the enterprise leadership was the most effective way to realize the high-quality development transformation of crop seed industry
