试论疫情对东京都选举活动与日本政治的影响

摘　　要：2020年7月和2021年7月,日本东京都先后举行都知事和都议会的选举,这也是日本在新冠疫情的大背景下举行的最大规模的地方政治活动。两场选举皆以疫情防控及应对为主题,从选举的过程来看,现任东京都知事小池百合子不仅成功实现连任,同时也力助其组建的都内政党“都民第一会”在不利形势下仍保住第二大党的地位。志在重新夺回东京都控制权的自民党表现不佳,在选举中未达到原有目标,尤其是都议会选举的结果对菅义伟政权的终结产生重要影响。此次地方选举过程表明,在新冠疫情的影响下,日本选民普遍期待政府能够有效行使治理职能,带领国家走出困境,因此对于政治领袖的领导能力和执政形象均提出了更高要求。日本精英阶层对此已有所反思和回应,未来可能将进一步朝着“首相主导”下的政府权力一元化方向加快改革,值得关注。In July 2020,Tokyo held the four-year governor election.Under the general background of the impact of the COVID-19 epidemic,more than 20 candidates including the current governor Yuriko Koike participated in the election,and finally Yuriko Koike won the re-election.The main reasons for Koike’s victory in the election include:stable governing performance,a good image in epidemic prevention,good at manipulating public opinion,the support of major political forces in Tokyo,and the lack of competitiveness of the opposition parties,and so on.The result of this election will be beneficial to the election of the Koike’s“tomin first”party in the 2021 Tokyo Metropolitan Assembly Election;the relationship between Koike and the Liberal Democratic Party will be temporarily eased,but it is unlikely that she will march into the national-election.In addition,the populist trends revealed in this election deserve our further attention.
