中国海洋经济发展的空间溢出效应及影响因素分析

摘　　要：本文利用2006-2016年中国沿海11省市面板数据,构建空间计量模型分析了考虑非期望产出的中国海洋经济交叉效率的空间溢出效应和主要影响因素。结果表明:我国沿海地区海洋经济效率的整体水平不高,且地区差异明显。具体而言,不同省市的海洋经济交叉效率存在显著的空间溢出效应,但其空间集聚的趋势在不断弱化。在影响交叉效率的诸因素中,科技进步在提升本地区海洋经济效率的同时,也正向促进了临近地区的海洋经济效率;而城镇化水平、金融发展水平、外商直接投资对本地区及临近地区的海洋经济效率则有显著负向影响。据此,提高城镇化发展质量、加强金融支持力度、优先引入"两低一高"的外资是提高海洋经济效率的迫切任务。This paper applies the data of 11 coastal provinces from 2006 to 2016,and measures the cross-efficiency of China’s marine economic by using DEA model that takes non-expected output into account.Moreover,this paper constructs a spatial model to analyze the spatial effect and influencing factors of marine economic efficiency.The results showed that the marine economic efficiency of China’s coastal provinces not perform well,and the regional differentiation of marine economic efficiency is obvious.Secondly,marine economic efficiency present positive spatial correlation and spatial aggregation,but it tends to decrease.Thirdly,there is spatial spillover effect between the adjacent regions due to the economic distance matrix.Finally,the degree of technological progress can not only improve the marine economic efficiency in the region,but also have a positive impact on the marine economic efficiency in peripheral areas.Urbanization,financial development and FDI in coastal areas have a significant negative impact on the marine economic efficiency in coastal areas.Therefore,to improve the quality of urbanization development,strengthen financial support and give priority to the introduction of efficient and low pollution foreign capital is an urgent task to improve the marine economic efficiency.
