摘　　要：中国共产党自接受马克思主义学说后,就成为科学社会主义制度的探索者和实践者,其历时100年带领广大人民群众实现了国家制度的革命性变迁,构建了中国共产党制度观的思想框架,并实现了从“以定向为基准的制度观到以主义为底色的制度观再到以改革为内核的制度观再到以效能为导向的制度观”的演进变迁,折射出社会主义制度的中国形态与历时形态。在百年的历史演进中,中国共产党制度观形成了“以问题导向为原始动力、以主体自觉为内在动力、以理论自觉为深层动力”的动力机制。立足新时代不断完善制度体系、推进国家治理现代化的理论与现实要求,必须牢牢把握“什么是社会主义制度、怎样建设社会主义制度”这个主题,必须始终坚持党的领导这个根本性原则和人民至上这个方向性原则,必须正确处理好静态与动态、传统与现代、对内与对外这三对关系。After accepting Marxism,the Communist Party of China has become an explorer and practitioner of the scientific socialist institution.It took 100 years to lead the masses of the people to realize the revolutionary changes in the national institution and build the ideological framework of the Chinese Communist Party’s institutional outlook.Therefore,the evolution was realized from“the institutional view based on orientation to that based on ism,and to that with reform as the core,and then to that with efficiency as the guide”,reflecting the Chinese and diachronic form of the socialist system.In its centennial evolution,the institutional view of the Communist Party of China has been formed a power mechanism of“problem-oriented as the original power,subject consciousness as the internal power,and theoretical consciousness as the deep power.”Based on the theoretical and practical requirements of constantly improving the institution and promoting the modernization of national governance in the new era,we must firmly grasp the theme of“what is the socialist system and how to build it”,and we must always adhere to the fundamental principle of the party’s leadership and the directional principle of the people’s supremacy,and correctly handle the three pairs of relations between the static and the dynamic,between tradition and modern,and between internal and external impetus.
