论区域共同富裕和“双碳”目标在碳资源富集区的实现——以内蒙古为例

摘　　要：“碳达峰”“碳中和”是国家行动,为此,国家制定了一系列实现“双碳”目标的政策,改变了碳资源富集区的产业发展环境。作为一项有时限的国家目标任务,以碳资源开发利用为主的资源型经济区需要培育发展非碳产业,推动碳产业优化升级,构建碳汇集体系。面对新发展阶段国际、国内产业发展的基本环境,内蒙古能源产业集聚区完成上述目标受发展基础方面的限制,实现“双碳”目标的减碳政策会对该类区域的产业发展产生新约束,对于实现全体人民共同富裕目标产生新阻碍。因此,对于内蒙古这样承担“减碳”主要任务的碳资源富集区来讲,完成“双碳”目标任务要与实现全体人民共同富裕相协调,需从精准支持各类行动主体出发,构建国家与省份之间的协同、支持机制,鼓励中央企业在内蒙古区域范围内向零碳、负碳产业转型,将内蒙古建设成为“绿色经济特区”。Carbon peaking and carbon neutrality are national actions.To this end,the state has formulated a series of policies to achieve the double carbon target,which has changed the industrial development environment in Inner Mongolia,a carbon resource rich area.As a time-bound national mission,resource-based economic zones that focus on the development and utilization of carbon resources need to cultivate and develop non-carbon industries,promote the optimization and upgrading of the carbon industry,and build a carbon pooling system.Facing the basic environment for domestic and international industrial development in the new development stage,the Inner Mongolia energy industry concentration area has limitations in terms of development foundation to achieve the above goals.The carbon reduction policy to achieve the double carbon target will create new constraints on the industrial development of this type of region and creating new obstacles to achieving the goal of common prosperity for all people.Therefore,for carbon resource enrichment areas such as Inner Mongolia,which undertakes the main task of carbon reduction,the completion of the double carbon target and task must be coordinated with the realization of common prosperity for all people,and it is necessary to start from the precise support of various actors,and build a coordination and support mechanism between the country and provinces,encourage central enterprises to transform to zero-carbon and negative-carbon industries in the Inner Mongolia region and build Inner Mongolia into a green special economic zone.
