摘  要:洪水风险图是我国防洪减灾体系中非工程措施的重要组成部分,是开展洪水风险管理重要的技术支撑。我国已形成较为成熟的洪水风险图编制框架,涉及洪水分析、洪水影响与损失评估、避险转移分析及风险图绘制等诸多复杂过程。洪水分析及淹没特征绘制是至关重要的内容,也是风险图编制后续步骤的基础,关系到编制成果的科学性和可靠性。以辽浑防洪保护区为例,从洪水计算范围的确定、洪水量级的选择、堤防溃口位置的布设、溃口相关参数设置、洪水计算结果的合理性及洪水淹没特征的提取与绘制几方面,阐述洪水分析及淹没特征绘制过程的科学流程,以期为洪水风险图的编制与更新、洪水风险分析相关的研究等提供基础支撑。Flood hazard mapping is an important part of non-structure measures in China’s flood prevention and disaster reduction system and an important technical support for flood risk management.A mature framework for flood hazard mapping has been formed in China which involves many complicated processes such as flood analysis,flood impact and loss assessment,risk avoidance and evacuation analysis and flood hazard mapping.Flood analysis and inundating characteristics mapping are very important contents,and are also the basis of the following steps of flood hazard mapping,which is related to the scientific and reliability of the mapping results.Taking Liaohe-Hunhe flood protection area as an example,the scientific process of flood analysis and inundating characteristics mapping is described from the following aspects:determination of flood calculation range,selection of flood magnitude,location setting of dike breach,relevant parameters setting of dike breach,rationality of flood calculation results and extraction and mapping of inundating characteristics,which is expected to provide basic support for the flood hazard mapping and updating and the study of flood risk analysis.
