双碳目标下绿色建筑发展和对策研究

摘　　要：当下,应对气候变化成为国际国内社会面临的重要议题,中国也正面临“碳达峰、碳中和”的重要目标。在中国大力推行碳减排背景下,建筑行业的自身特点决定了其在助力我国“碳达峰、碳中和”目标的实现中将发挥关键作用。目前,中国建筑行业面临普遍的碳排放总量大、用能技术和效率低等问题,在实现“碳达峰、碳中和”目标要求下实现可持续发展仍面临较大压力。考虑建材生产、运输等建筑上下游产业,我国建筑领域年碳排放占总碳排放比例超过40%。随着中国城市化进程加快,新增建筑涉及建筑行业生产、流动和消费多个环节,每个环节都会产生大量的碳排放,推动建筑行业绿色转型,对实现“碳达峰、碳中和”目标意义重大。本文探讨绿色建筑发展与“碳达峰、碳中和”目标的内在逻辑,并分析借鉴推动绿色建筑发展的国际举措,从我国绿色建筑发展成效基础上总结绿色建筑发展面临的问题与挑战,最后提出有关政策建议。At present,tackling climate change has become an important issue facing the international and do⁃mestic society,and China is also facing the important goal of"carbon peak and carbon neutrality".In the context of China's vigorous efforts to reduce carbon emissions,the characteristics of the construction industry determine that it will play a key role in helping China achieve the goal of"carbon peak and carbon neutrality".At present,China's construction industry is facing problems such as large total carbon emissions,low energy technology and low efficiency,so it is still facing great pressure to achieve sustainable development under the requirements of achieving the"carbon peak and carbon neutral"goals.Considering the upstream and downstream industries of con⁃struction such as building materials production and transportation,the annual carbon emissions of China's con⁃struction sector account for more than 40%of total carbon emissions.As China's urbanization process accelerates,new constructions involve multiple links in the construction industry's production,flow,and consumption,and each link generates a large amount of carbon emissions.Promoting the green transformation of the construction in⁃dustry is of great significance to achieving the goal of"carbon peak and carbon neutrality".This article discusses the internal logic of green construction development and the goal of"carbon peak and carbon neutrality",analyzes and draws on international measures to promote green construction development,summarizes the problems and challenges faced by green construction development based on the effectiveness of green construction development in China,and finally puts forward relevant policy recommendations.
