摘　　要：开放获取是全球科技界、出版界、图书情报界为了推动科研成果利用互联网自由传播而采取的行动,其目的是促进科学交流与出版,提升科学研究公共利用程度和科技创新效率。为了解我国在推动科技成果开放获取运动中的作用和影响,本研究统计分析了我国在开放获取科技期刊建设和科研人员发表开放获取论文两方面的情况,并与世界主要国家或地区进行比较。研究发现,一方面,近十年来我国开放获取期刊数量稳步增长,但与英美国家仍有较大差距;我国开放获取期刊质量有明显提升,且高于我国所出版期刊的平均水平;另一方面,近十年来我国开放获取论文占所有论文的比例尽管有所增加,但仍显著低于世界平均水平;科研人员发表开放获取论文获得了我国政府部门的大力资助,但他们参与开放获取出版的积极性仍相对偏低。Open access is an action taken by the global scientific and technological community,publishing community,and library and information community to promote the free dissemination of scientific research through the Internet.Its purpose is to promote scientific communication and publication,and improve the public utilization of scientific research and the efficiency of scientific and technological innovation.In order to understand the role and influence of China in promoting the open access movement of scientific and technological achievements,this study statistically analyzes China's situation in open access sci-tech journals and the publication of open access papers by sci-tech researchers,and compares it with major countries or regions in the world.The study finds that the number of open access journals in China has grown steadily in the past ten years,but there is still a big gap with the United Kingdom and the United States;the quality of open access journals in China has improved significantly,and is higher than the average level of all published journals.On the other hand,in the past ten years,the proportion of open access papers in all papers in China has increased,but it is still significantly lower than the average level of the world.Researchers who publish open access papers have received strong funding from the Chinese government,but their enthusiasm for participating in open access publishing is still relatively low.
