摘　　要："独狼式"恐怖主义是在世界范围内恐怖主义受到各种打击、控制和防范的背景下,恐怖主义发展演变的一种新的策略与战术。这种化整为零,没有指挥层级和组织网络的恐怖主义新动向,为反恐执法带来巨大挑战,执法与情报部门应当利用大数据条件,建立独狼恐怖异常模式的身份特征、社会关系特征、行为模式特征等特征数据库,使用机器学习方法建模分析异常行为,构造从恐怖特征到恐怖分子标签的映射,自动研判生产独狼恐怖行动情报,实施反恐情报精确制导从人到案的AI检测,同时需要结合人力情报开展人工检测以及警察部门与其他执法机构进行合成作战的检测,掌握反恐警务主动权,做好针对独狼恐怖的预测预警预防的各个环节处置工作,实现反恐先发制人战略。"Lone-wolf"terrorism is a new strategy and tactic developed in the context of combating,controlling and preventing terrorism.This new trend of terrorism,which is broken into pieces,without command levels and organizational networks,poses a huge challenge to counterterrorism.Law enforcement and intelligence agencies should use big data conditions to establish a database of characteristics such as identity characteristics,social relationship characteristics,behavior pattern characteristics,etc.of the lone wolf terrorist abnormal pattern,use machine learning methods to model and analyze abnormal behaviors,and construct a mapping between terrorist characteristics and terrorist labels,Automatically study and judge operational intelligence,and implement AI detection of counter-terrorism intelligence precision guidance from person to case.At the same time,it is necessary to combine human intelligence to carry out manual detection,police and other law enforcement agencies to carry out combined combat detection,to grasp the initiative of counter-terrorism police affairs,to do a good job of pre-judgment in all aspects of the lone wolf terror,to achieve preemptive strike.
