摘　　要：通过平行发包模式和设计施工总承包模式对比,分析质量标准和费用的联动控制方式变化,即由“先确定施工图,再形成合同价格”的顺序性控制变化为“质量标准和费用联动审核”的同步性控制,并从政策、理论和实践层面梳理当前联动控制的现状和挑战。为解决房屋建筑类项目设计施工总承包模式下联动控制挑战,提出对项目结构进行系统分解,并在分解基础上形成质量费用要求的相互匹配,形成联动控制对象及要求,并提出质量费用联动控制的实现路径,以期为业主管理设计施工总承包项目提供参考。Through comparing the parallel contracting mode and the general contracting mode of projects,the variations in theintegration control mode of quality standards and costs are analyzed.The sequential control changes for determining the constructiondrawing is first explored,and then forming the contract price"to"the quality standard and cost integration review"Synchronouscontrol,and comb the current challenges and status quo of linkage control from the policy and theoretical levels.To solve thechallenge of linkage control under the general contracting mode of design and construction of housing construction projects,it isproposed to systematically decompose the project structure,and form a mutual matching of quality and cost requirements on thebasis of decomposition,form linkage control objects and requirements,and propose cost linkage control The realization path isexpected to provide a reference for the owner to manage the design and construction general contracting project.
