摘　　要：随着中国土地整理工作的深入开展,越来越多的社会资本参与其中。基于全寿命周期理论,从项目投入、过程、产出、效益的流程逻辑出发,综合考虑行为绩效与结果绩效选取评价指标。据此进行指标筛选及指标权重分析,建立PPP模式下土地整理项目绩效评价指标体系。基于物元分析法综合利用定性和定量方式描述评价对象的特性,运用物元分析法构建PPP模式下土地整理项目的绩效评价模型。以江苏省某项目为案例,运用评价模型进行分析,最终项目评价等级为良好,各指标评级也通过关联度确定,为推广PPP模式服务于土地整理工作提供参考。With the in-depth development of land consolidation in China,an increasing number of social capital participates in thisprocess.This paper selects indicators evaluating land consolidation project under PPP mode form the process of logic which includesinput,process,output and effect.Behavior performance and result performance are all integrated in this research and consideration isgiven to the whole life cycle of the projects.On this basis,indicators screening is carried out and the weight of each indicator isdetermined to construct the indicator system.Then,the matter-element analysis is used to construct the performance evaluationmodel of land consolidation project under PPP mode based on the trait of this method,which indicates that the object can be depictedboth qualitatively and quantitatively.Taking a project in Jiangsu Province as a case,the evaluation model is used for practicalanalysis.The result turns out to be good and the rating of each index is determined by the correlation degree which can providereference for popularizing PPP mode to land consolidation projects.
