区域生态环境治理中生态系统价值评估研究

摘　　要：随着区域生态环境治理概念的提出与实施,准确、直接地评估生态系统服务价值对于区域生态环境的可持续发展具有重要意义。针对区域生态环境治理中生态系统服务价值评估方法展开研究,采用单项服务评价法,从物质供给、环境调节、文化修建与支持服务4个方面出发,选取原材料生产、水资源供给、气体调节等12个角度构建评估指标体系。针对评估体系内的各价值评估因子,通过货币化的量化方法计算目标区域生态服务系统的货币价值。以哈尔滨市为目标区域,采用该方法评估其生态系统服务价值。结果显示:目标区域生态服务系统整体价值为560.05亿元,其中调节功能价值量最高,占目标区域生态系统服务价值整体的60.81%;位于目标区域东部的呼兰区整体价值量达到203.88亿元,是目标区域生态系统服务整体价值最高的区域。With the introduction and implementation of the concept of regional ecological environment governance,accurate and direct assessment of the value of ecosystem services was of great significance to the sustainable development of the regional ecological environment.Research on the evaluation method of ecosystem service value in regional ecological environment governance,adopting the single service evaluation method,starting from the four aspects of material supply,environmental regulation,cultural construction and support services,construct an evaluation index system from 12 perspectives including raw material production,water supply,gas regulation,etc.For each value evaluation factor in the evaluation system,the monetary value of the ecosystem service system in the target area was calculated through a monetized quantitative method.Taking Harbin as the target area,using this method to evaluate its ecosystem service value.The results showed that the overall value of the ecosystem service system in the target area was 56.005 billion yuan,of which the value of regulation function was the highest,accounting for 60.81%of the overall value of ecosystem services in the target area;the overall value of Hulan District,located in the east of the target area,reached 20.388 billion yuan,which was the area with the highest overall value of ecosystem services in the target area.
