摘　　要：目的:分析我国职工医疗保险公平性,为我国职工医疗保险制度改革提供科学参考。方法:采用AJL模型,从三个维度分析两年度匹配职工医保福利在筹资前后、住院支付前后、医保基金补偿前后收入再分配公平程度。结果:在3个环节中,2017年K值均比2015年的绝对值小,其中筹资环节减小幅度最大为24.43%,2017年比2015年水平方向H值占比均有提高,且均以H值占比为主,补偿环节影响最高为71.69%,2015年和2017年K值和再分配效应RE均为负值,2015年和2017年低收入组和高收入组的基尼系数明显高于其他3个分组。结论:职工医疗保险福利再分配结构得到进一步优化,存在逆向再分配现象,低收入群组和高收入群组对职工医保福利再分配影响显著。Objective:It analyzes the equity of employee medical insurance in China Household Finance Survey(CHFS) in2015 and 2017,explores the source of reverse redistribution,so as to provide scientific references for the reform of employee medical insurance system in China.Methods:Using AJL model,it analyzes the income redistribution equity of two-year matching employees’ medical insurance benefits before and after financing,after hospitalization payment and before and after medical insurance fund compensation from three dimensions.Results:In the three links,the absolute value of K value in 2017 is smaller than that in2015,and the largest reduction is 24.43% in financing link.The proportion of H value in 2017 is higher than that in 2015,and the proportion of H value is the main one.The highest influence is 71.69% in compensation link.The K value and RE of redistribution effect are negative in 2015 and 2017.The Gini coefficient of low-income group and high-income group in 2015 and 2017 is obvious significantly higher than the other three groups.Conclusion:The redistribution structure of employee medical insurance benefits has been further optimized.There is a phenomenon of reverse redistribution.Low income group and high income group have significant influence on the redistribution of employee medical insurance benefits.
