摘　　要：中国共产党和中国政府制定并实施的我国不同时期卫生工作方针,为我国农村和基层卫生事业发展提供了重要的指导思想。新中国成立初期制定的四大卫生工作方针,从根本上改变了我国农村卫生工作一穷二白的落后面貌,人民健康水平得到快速提升。改革开放以后制定的"以农村为重点"的新时期卫生工作方针,明确了我国在社会主义市场经济体制下农村卫生事业的发展方向,全面实施农村初级卫生保健推动了我国农村卫生工作进入科学发展新阶段。迈入健康中国建设时期制定的"以基层为重点"的新时代卫生与健康工作方针,将引领我国农村卫生健康事业走上县域卫生健康治理现代化之路,推动乡村振兴事业发展,促进我国农村和基层卫生事业进入改革再出发的新时代。Theguidelines on health service formulated and implemented by the Communist Party of China and the Chinese government in different periods have provided imperative ideologies for the development of health servicesinrural and grassroots.In the early days of New China,the four majorguidelines on health serviceradicallychangedtherun-downmedical services in rural areas and rapidlyimprovedthe health condition of many people.Also,the guidelines drafted during the reform and opening period,whichemphasize rural areas,clarified the orientation of health services in rural in the process of socialist market economy system.The implementation of primary health carepromotedhealth services in ruralto anew stage.While,the guidelines with a focus on grassroots-level,whichrevised during the construction of Healthy China,will lead the rural health care service to the road ofmodernizationgovernanceof county-level healthcare,push the development of rural revitalization,and promote rural and grassroots health services to enter a new era of reform.
