高质量发展导向的“一带一路”共建项目分层评估研究

摘　　要：“一带一路”是我国深度参与全球治理和区域治理的重要举措,习近平总书记多次强调要提升风险应对能力,推动高质量发展转变,使“一带一路”走深走实。这就要求我国政府和企业在“一带一路”建设中必须以战略眼光和全球视野评估共建项目,把握历史机遇,明确利害风险,甄选优质项目。为此,本文以高质量发展为导向,构建了“一带一路”共建项目分层评估体系,包括:评估原则、评估内容、评估流程以及评估工具和方法。利用该体系对“一带一路”共建项目进行前期评估,有助于减少误判漏判,提升风险管控能力。B&R is an important measure of China's in-depth participation in global and regional governance.Xi Jinping,General Secretary of the CPC,has repeatedly stressed that to improve the ability to cope with risks,to promote the transformation of high-quality development,and to make the B&R the more the deeper and more solid.So,it requires our government and enterpri⁃ses to assess the co-construction project with a strategic vision and a global perspective to grasp the historical opportunity,to clear the risk,and to select quality projects.Thus,this paper is guided by high-quality development and has built a project stratified e⁃valuation system for the B&R Initiative,including evaluation principles,assessment content,evaluation process,and assessment tools and methods.Using this system to preliminarily evaluate the co-construction project of B&R,which can reduce misjudgment and omission,and improve the ability of risk management and control.
