农地确权与农村劳动力就业选择--基于CLDS数据的实证分析

摘　　要：产权理论揭示出产权明晰是资源有效配置的先决条件。针对当前我国仍普遍存在的小农经济现实背景,利用2016年中国劳动力动态调查(CLDS)微观数据,系统考察农地确权对农村劳动力就业选择的影响。研究发现,农地确权显著增加了农村劳动力农业就业的概率及家庭从事农业生产的人数,农业投资与农地流入是重要的影响机制。在克服农地确权内生性及选择性偏误问题后,文中结论依然成立。进一步地,基于不同农地产权实践环境的异质性讨论得出,所在村庄发生过农地调整、进行土壤改造、具有较高农地资源禀赋均会强化农地确权对农村劳动力农业就业的促进作用,而所在村庄为大中城市郊区则会削弱农地确权的作用效果。The theory of property rights reveals that a clear property right is a prerequisite for effective resource allocation.Considering the realistic context of the smallholder economy that is still prevalent in rural China,the paper uses the micro data 2016 China Labor Force Dynamics Survey(CLDS)to systematically examine the impact of reconfirmed using right of agricultural land on the employment choices of rural laborers.It is found that reconfirmation of farmland using right significantly increases the probability of agricultural employment of rural laborers and the labor number of households engaging in agricultural production,with the increase of agricultural investment and farmland inflow through farmland transfer,two important influencing mechanisms.The conclusions is valid after overcoming the endogeneity and selection bias in the reconfirmation of agricultural land using right.Further reviews of the heterogeneity of different farmland property rights practices,it finds that farmland reconfirmation,soil renovation,and high farmland resource endowment in the village all can strengthen the effect of farmland reconfirmation and increase the agricultural employment of rural laborers,while being located in a large or medium-sized urban suburb weakens the effect of farmland reconfirmation.
