摘　　要：在生育政策逐步放开的背景下,如何切实提高中国生育率?降低女性抚育成本至关重要。本文利用2010-2018年中国家庭追踪调查(CFPS)数据,采用Logit模型探究了家庭内部夫妻双方分工对家庭二孩生育决策的影响。在考虑了中国祖辈与核心家庭互动较多的情况下,本文揭示出丈夫参与育儿通过降低女性面临的抚育成本,可以显著提高家庭生育二孩的概率,且这一影响对高学历女性、有工作女性和城市女性更为明显。因此,为提高生育率,在全面放开二孩政策、进一步实施三孩生育政策的同时,应当顺应十九届五中全会提出的“十四五”规划建议,发展普惠托育服务体系、落实义务教育阶段学校课后延时服务,降低生育、养育、教育成本,将婚嫁、生育、养育、教育统筹考虑,才能真正提升生育率,实现政策目标,最终促进人口长期均衡可持续发展,缓解老龄化问题。In the context of the gradual liberalization of birth control policy,how to effectively increase China's fertility rate?Reducing the cost of child-rearing for women is a vital determinant.This article uses the data of China Family Panel Studies(CFPS)2010-2018 and employs the Logit model to explore the husband-wife labor division impact on the family's second child birth.Taking into account the great and frequent interactions between grandparents and nuclear families in China,the findings reveals that by reducing the childcare costs facing women,the husband’s participation in parenting can significantly increase the probability of having a second child in the family,and this effect is emphasized among the highly educated women,working women and urban women.Therefore,in order to increase the fertility rate in China with the releasing second-child and third-child policy,the social policies to reduce dramatically the childbearing costs should be come to issued a the"14th Five-Year Plan"proposal put forward by the Fifth Plenum of the 19th Central Committee of the Communist Party of China,which include inclusive infants and children care services,after school care services in compulsory education,reducing the cost of childbirth considering all the costs of marriage,nurturing,education and childbirth as a whole.For the purpose of increasing fertility rate,long-term balanced development of the population and alleviation of the population aging.
