摘　　要：军阀专国的统治下,陈绍宽跟随闽系海军加入国民革命,在北伐、西征等战事中逐步晋升,得以为海军建设建言献策。然而,一·二八事变中海军的不作为,将其推至舆论的风口浪尖,建设更觉艰难。纵观这一时期的海军建设,虽然取得了一定成绩,但在南京国民政府错误的国防建设方针下,陈绍宽注定无法建成一支充分完备的强大海军。Under the rule of warlords,Chen Shaokuan followed the Fujian navy to join the national revolution,and gradually rose in the Northern Expedition,the Western Expedition and other wars,and was able to contribute to naval construction.However,the navy's inaction in the Incident of January 28 pushed it to the forefront of public opinions and made it even more difficult to construct.Throughout this period of navy construction,under the wrong national defense construction policy of the National Government of the Republic of China,although achieving some success,Chen Shaokuan was doomed to be unable to build a powerful navy.
