摘　　要：医疗机构制剂是指医疗机构根据本单位临床需要经批准而配制、自用的固定处方制剂,是临床用药的重要补充和军事医学的重要组成。随着当前新医改和军队改革的步伐不断加大、加快,军队医疗机构制剂的发展也随之进入一个崭新的发展时期,面临着规模化程度低,生产成本居高不下,医院投入有限,研发人员短缺,制剂使用局限性大,基层官兵难以获益等发展瓶颈。基于对新形势下军改方向,拟通过整合资源,构建整体环境适宜、厂房设施完善、生产设备满足本区域制剂生产需要、人员配置合理、产学研功能齐全的区域制剂中心,实现制剂配制和药流规范化、科学化、现代化管理,突破当前军队医疗机构制剂发展的瓶颈,为军队医疗机构制剂的可持续性发展注入活力,以特色制剂保障战备卫勤,为未来新战争模式保驾护航。Medical institution pharmaceutical preparations refer to fixed prescription preparations prepared and used by medical institutions according to their clinical needs.It is an important supplement to clinical medica⁃tion and an important component of military medicine.With the increasing pace of the current new medical and mil⁃itary reform,military pharmaceutical preparations have entered a new development period and are facing many de⁃velopment bottlenecks such as low degree of scale,high production cost,limited hospital investment,shortage of R&D personnel,great limitations in the use of preparations,and it is difficult for grass-roots officers and soldiers to benefit.Under the new situation and direction of the PLA reform,it􀆳s planned to build a regional pharmaceutical preparation center with suitable overall environment,perfect plant facilities,production equipment to meet the needs of pharmaceutical preparation manufacture,reasonable staff allocation and complete functions of industry,in⁃tegrating the university and research resources so as to realize the standardized,scientific and modern management of pharmaceutical preparations,break through the bottleneck of preparation development in military medical institu⁃tions,inject vitality into the sustainable development of preparations in military medical institutions,ensure combat readiness health service with characteristic preparations,and escort the new war mode in the future.
