摘  要:清污费用是船舶油污损害赔偿的主要构成,客观公正的清污费用理赔是推动船舶污染损害治理有序开展的重要途径。从我国船舶油污损害赔偿基金理赔文件《船舶油污损害赔偿基金理赔导则》中对于清污人员费用理赔特点入手,分析现存标准及问题并提出优化建议,以期助力完善我国船舶油污损害赔偿基金理赔标准。The clean-up cost is one of the major components of ship-induced oil pollution damage compensation.Therefore,the objective and fair compensation for clean-up costs is an important approach to promote the orderly development of ship-source pollution damage management.The paper starts from the characteristics of the compensation for clean-up personnel costs stipulated by the Guidelines for the Claim Settlement of COPC Fund developed by Chinese Ship-source Oil Pollution Compensation Fund,and analyzes the existing standards and the relevant problems,aiming at improving the claim settlement standards of the COPC Fund.
