荆棘树视图下体育旅游精准扶贫评价模型的动态图景

摘　　要：荆棘树视图将精准扶贫工程结合贫困区域旅游资源拓展为体育旅游精准扶贫,通过分析项目系统内发展子要素的有序与无序状态,研判整体项目系统发展的良性运行效果,将其应用于区域项目创新发展的绩效评价。于精准识别、精准帮扶与精准管理三大方面对过程性绩效指标进行建立与评价,并辅助于经济、文化、社会以及生态等四大方面对结果性绩效指标进行建立与评价,该评价体系包含4个一级评价指标与64个二级评价指标,以此构成体育旅游精准扶贫评价指标体系,并对两河湿地生态保护区马拉松赛道项目规划与投资的经济性指标进行实证分析。多方绩效评价应用能够保障扶贫效果的科学性与实用性,继而基于评价结果差异划分开展成效,进行针对性评价调整与系统规划反馈。Thorn tree view expands targeted poverty alleviation project combined with tourism resources in poverty-stricken areas into targeted poverty alleviation in sports tourism.By analyzing the order and disorder of sub-elements in the project system,it studies and evaluates the benign operation effect of the overall project system development and applies it to the performance evaluation of regional project innovation development.In accurate identification and accurate support and accurate management three aspects of the establishment and evaluation on the process performance indicators,and assist in economic,cultural,social and ecological four aspects,such as the results to the establishment and evaluation of the performance indicators of the evaluation system contains four level of evaluation index,evaluation index and 64 secondary to form sports tourism precision evaluation index system for poverty alleviation,and the two river wetland reserve marathon economic indicators of the project planning and investment.The application of multi-performance evaluation can ensure the scientificity and practicability of the anti-poverty effect,and then divide the effectiveness based on the difference of the evaluation results,carry out targeted evaluation adjustment and system planning feedback.
