基于WSR方法论分析中小学体育工作督导核心要素研究

摘　　要：运用文献资料法、逻辑推理法等研究方法对“2017年中小学校体育工作督导评估指标体系”进行系列研究,探究目前学校体育工作督导存在的问题,用WSR系统方法论进行分析,研究认为,从W(物理)方面目前我国已初步建立从统筹管理、教育教学、条件保障、评价考试、体质健康等5个方面进行一级指标督导,包含12个二级指标,34个三级指标;从S(事理)方面主要从目前学校体育督导法律法规不健全、学校体育督导指标评价不合理、学校体育资源配备不平衡、督导工作落实不到位、督导的方法单一并缺乏科学性,职能分工不明确、学校体育工作督导与督学结合不足,体育督导理论不足;从R(人理)方面认为,应建立健全学校体育工作督导法律,明确各个部门体育督导职能分工、定期不定时进行学校体育工作督导、加强学校体育工作督导理论研究、将课余体育训练和竞赛,体育课程的选择与开发,体育知识,体育课,体育教师职业素质加入学校体育工作督导条例中、将“学校负责人”,“条件保障”作为学校体育工作督导核心督导要素。A series of studies were conducted on the“2017 primary and secondary school sports work supervision and evaluation index system”using research methods such as literature data method and logical reasoning method to explore the existing problems of current school sports work supervision and analysis using WSR system methodology.(Physical)At present,China has initially established in practice the supervision of primary indicators from five aspects including overall management,education and teaching,condition guarantee,evaluation and examination,and physical health,including 12 secondary indicators and 34 tertiary indicators;From the perspective of S(principles),the current laws and regulations of school sports supervision are incomplete,the evaluation of school sports supervision indicators is unreasonable,the school sports resources are not balanced,the supervision work is not in place,the supervision method is single and scientific,and the division of functions is not Clarity,insufficient combination of school sports work supervision and supervision,and insufficient sports supervision theory;From the perspective of R(personal management),it is necessary to establish and improve school sports work supervision laws,clarify the division of labor supervision functions of various departments,and regularly conduct school sports work supervision Strengthen the supervision of school sports work Research,add extracurricular physical training and competitions,selection and development of physical education curriculum,physical education knowledge,physical education lessons,professional qualities of physical education teachers to the school physical education supervision regulations,and include“school principals”and“condition guarantees”as physical education supervision of schools Core supervision elements.
