农村积分制治理何以成功——基于谷村的个案研究

摘　　要：聚焦农村积分制成功运行的内在机理这一核心议题,以谷村为个案观察对象,从积分制创设与运行两个维度分析,认为党政—社会动员与响应机制和多元治理力量参与的保障机制是积分制成功创设并运转的关键。农村积分制以治理机制下乡的形式,在村庄社会成功制造并嵌入了竞争关系的规则机制和面子与积分转化机制,调动了村民参与乡村治理的积极性,提升了乡村治理有效视野下秩序重建和发展实现的双重目标。研究为农村积分制成功运行提供了理论解释。积分制治理过程中也存在着计分规则存在漏洞、资源持续供给挑战和将道德量化引发质疑等问题。乡村治理有效应注重治理机制下乡,创设资源的竞争性获得机制,保持政府参与村庄治理的边界和弹性,挖掘乡村德治潜力。Focusing on the core issue of the inner mechanism of the successful operation of the rural point system,the analysis of the case of Gu village is based on two dimensions of the creation and operation of the point system,and concludes that the partygovernment-society mobilization and response mechanism and the guarantee mechanism for the participation of multiple governance forces are the keys to the successful creation and operation of the point system.In the form of a governance mechanism going to the countryside,the rural point system has successfully created a mechanism of rules and a mechanism for the transformation from face to points which is embedded in competitiveness,mobilising villagers to participate in rural governance and enhancing the dual objectives of order reconstruction and development under the effective vision of rural governance.The study provides a theoretical explanation for the successful operation of the rural point system.There are also problems in the governance process of the point system such as loopholes in the scoring rules,challenges in the continuous supply of resources and queries arising from the quantification of morality.Thus,effective rural governance is supposed to take the specific reality of countryside into consideration,create a competitive gain mechanism for resources,maintain the boundaries and flexibility of government participation in village governance and exploit the potential of village moral governance.
