摘  要:以2006-2013年云南输配电网投资建设效益指标面板数据为例,运用数据包络分析(DEA)方法[1-2],将云南输配电网投资建设作为一个投入产出实体,测算了云南输配电网的技术效率和规模报酬,对云南输配电网行业进行投资建设效益分析,对比其中8个年份的效益水平,分析计算投入产出过程中松弛与冗余变量,并实证检验了云南输配电网投资增速、输配电网技术效率、第二产业发展对电网建设投入产出的影响,科学评价输配电网效率,且对优化云南输配电网建设的规划及投资具有一定的指导作用。Taking the panel data of investment and construction benefit indicators of Yunnan transmission and distribution grid from 2006 to 2013 as an example,this paper uses data envelopment analysis(DEA)method to take the investment and construction of Yunnan transmission and distribution grid as an input-output entity to calculate the technical efficiency and return to scale of Yunnan transmission and distribution grid.This paper analyzes the investment and construction benefits of Yunnan transmission and distribution grid industry,compares the benefit levels of 8 years,and analyzes and calculates the relaxation and redundancy variables in the inputoutput process.It also empirically tests the impact of the investment growth rate of Yunnan transmission and distribution power grid,the technical efficiency of transmission and distribution power grid and the development of secondary industry on the input and output of power grid construction,scientifically evaluates the efficiency of transmission and distribution power grid,and plays a certain guiding role in optimizing the planning and investment of Yunnan transmission and distribution power grid construction.
