摘　　要：国内外成功大学的经验表明,大学发展规划的编制与执行对于引领大学高质量发展具有重要的战略意义,发挥着不可或缺的作用,大学应当增强规划意识。“十四五”时期,我国大学将面对机遇与挑战共存、确定性与不确定性同在的发展形势,需要有不同于以往的战略谋划和定力。编制“十四五”时期发展规划,大学必须以积极进取的心态,冷静客观地把握国家经济社会发展和高等教育发展大趋势,做到既不盲目乐观,又不过于悲观,从实际出发,尊重自身生命周期发展的阶段性要求,聚焦常规办学和战略办学两方面,科学谋划高质量发展蓝图,做好发展愿景、路线图和施工图设计,脚踏实地解决发展中存在的各种问题,以实现持续健康快速发展。The experience of successful universities in China and abroad shows that the formulation and implementation of university development plans have important strategic significance for leading the high-quality development of universities and play an indispensable role in increasing awareness of planning among universities.During the 14th five-year plan period,Chinese universities will face the development situation where opportunities and challenges coexist,and they require different strategic planning and determination.In preparing the development plan for the 14th five-year plan period,universities must adopt a positive and enterprising attitude,steadily and objectively grasp the general trend of national economic and social development as well as the development of higher education.So,they do not become blindly optimistic or pessimistic,and proceed from reality and respect the requirements for their individual development and focus on both conventional and strategic operations.Furthermore,institutions must scientifically plan the high-quality development strategies,design the development vision,road map and construction,and solve various problems in the development in a down-to-earth manner,so as to achieve the purpose of sustained,healthy and rapid development.
