摘　　要：招标投标能够提高经济效益和社会效益。针对招标过程中可能出现的违法违纪行为,提出基于纪检监察知识库的知识图谱构建方法。利用结构化数据经过整合输入至图数据库中,通过知识图谱展示,能够更直观的观察各个中标单位与公职人员的潜在联系,通过语句可查询到关系的最短路径,进而利用知识图谱发现负责人、法人等职位与公职人员的关系。还可通过公职人员共同所在单位、关系流通、资金流动等角度挖掘潜在的勾结关系,结合优化营商环境条例提前预防可能出现的违法违纪事实。Bidding and bidding can improve economic and social benefits.Aiming at possible violations of laws and disciplines during the bidding process,a knowledge map construction method based on the knowledge base of discipline inspection and supervi⁃sion is proposed.Use structured data to be integrated into the graph database and displayed through the knowledge graph.It is possible to more intuitively observe the potential connection between each bid-winning unit and the financial support personnel,and the short⁃est path of the relationship can be queried through the sentence,and then use the knowledge map to discover the relationship between the responsible person,legal person and other positions and the financial support staff.Potential collusion can also be explored from the perspectives of financial support personnel's common unit,relationship circulation,capital flow,etc.,combined with the optimization of the business environment regulations to prevent possible violations of law and discipline in advance.
