摘  要:在系统梳理北京市土地使用权出让时政府土地收益分配现行政策的基础上,选取北京市典型案例,通过分析确定其分摊一级开发投资成本范围,预测规划经营性用地出让收入,模拟测算典型案例的中央、市、区三级政府土地收益分配情况,据此对未来北京市区域统筹成本分摊下土地一级开发项目政府土地收益分配机制提出合理化建议。Based on the systematic analysis current income distribution policies for assignment of the right to the use of land,Firstly this paper selects representative typical cases to analyzes and identifies their land development investment and cost;Then forecasts their income according to the land-use-planing;Finally the typical case’s datasare used to simulateand calculate the income distribution of the central,municipal and district governments.Accordingly,for the land development projects which are regional-balanced and cost-sharing in Beijing,this paper puts forward reasonable suggestions for the Government Income Distribution Mechanism.
