品管圈活动提高新引进医用耗材采购效率的应用评价

摘　　要：目的:评价品管圈(QCC)活动在提高新引进医用耗材采购效率的应用价值。方法:组建由10名相关人员组成的QCC项目组,选定提高新引进医用耗材采购效率为QCC活动主题,采用鱼骨图对现有新引进医用耗材采购管理中存在的问题进行原因分析,运用戴明循环(PDCA)确定改善预期目标并制定相应整改措施组织实施。结果:QCC活动提升了项目组成员的责任感、愉悦感、积极性、凝聚力、和谐程度、沟通配合、品管手法和解决问题能力,降低了采购工作中的事故差错。医用耗材采购管理环节的责任心不强等各类问题由改善前的249例降为改善后的96例,新引进医用耗材的采购效率平均值提高了15%,临床科室服务满意度提高了13%。结论:QCC活动能够建立医用耗材申请、审批、采购、仓储到临床使用之间的桥梁,规范医用耗材引进流程,缩短采购时间,缩减成本支出,提高团队成员协助开展质量改进的能力。Objective:To evaluate the application value of quality control circle(QCC)activities in improving the procurement efficiency of newly introduced medical consumables.Methods:A QCC consisting of 10 project team members was established and"improve the procurement efficiency of newly introduced medical consumables"was selected as the theme of QCC activity.Fish bone diagram was drawn to analyze the reasons for existing problems in the procurement management of newly introduced medical consumables.The expected improvement objectives were determined,the corresponding corrective actions were formulated implemented.Results:The QCC activities enhanced the sense of responsibility,pleasing,enthusiasm,cohesion,harmony,communication and cooperation,quality control circle techniques and problem-solving ability of project team members and reduce accidents and errors in procurement.Eight types of problems such as weak sense of responsibility in procurement management of medical consumables decreased from 249 cases before improvement to 96 cases after improvement.The average procurement efficiency of newly introduced medical consumables increased by 15%and the service satisfaction of clinical departments increased by 13%.Conclusion:QCC activities can bridge the medical consumables from application,approval,procurement,storage to clinical use,regulate the introduction process of medical consumables,shorten procurement time,reduce costs,and improve the ability of team members to assist in quality improvement.
