碳中和愿景下,光伏项目招标模式探究

摘　　要：光伏发电项目不仅能够带来经济效益、社会效益,同时也能带来生态效益。当前光伏项目的招标以竞价招标为主,随着光伏组件等产品成本的下降,部分地区光伏电价低于当地的燃煤标杆电价,竞价模式存在一些问题。在碳中和愿景下,研究光伏项目与生态相结合的招标模式具有实际意义,在光伏电站建设实施的全过程中需要进行生态效应监测与评估,以光伏电站中的生态方案助力乡村振兴,以带动社会效益。优化光伏项目招标模式,创新“光伏+生态”研究,提升光伏电站与生态环境协同,协助我国光伏制造企业、电力建设企业、电网企业走出去,促进“双碳”目标的实现。Photovoltaic power generation projects can bring not only economic and social benefits,but also ecological benefits.Currently,photovoltaic projects is dominated by bidding.As the cost of photovoltaic modules and other products decreases,the price of photovoltaic power in some areas is lower than the local coal-fired benchmark price,while there are some problems with the bidding model.Under the vision of carbon neutrality,it is of practical significance to study the bidding mode that combines photovoltaic projects with ecology.In the whole process of the construction and implementation of photovoltaic power stations,it is necessary to conduct ecological effect monitoring and evaluation,and it is of great social significance to use the ecological solutions in photovoltaic power stations to help rural revitalization.Optimizing the bidding mode of photovoltaic projects,innovating the research of"photovoltaic+ecology"and enhancing the synergy between photovoltaic power stations and ecological environment can help China's photovoltaic manufacturing enterprises,power construction enterprises and power grid enterprises to go global,so as to promote the realization of the carbon peak and carbon neuturality goals.
