世界一流大学科学数据开放共享政策研究——基于质性文本分析视角

摘　　要：针对QS世界大学排名前50所大学最新发布的科学数据开放共享政策,利用质性文本分析法展开政策评估分析并提炼政策内容要素,依据政策评估分析结果针对国内科研机构的政策制定与完善提出政策建议:制定与完善科学数据开放共享政策应注重政策内容要素的规范性、完整性与全面性;可借鉴世界一流大学的先进政策实践制定完善的科研机构开放科学数据政策体系;应重视与其他利益相关者发布的科学数据开放共享政策之间的相互配合与协调一致。This research conducted policy assessment analysis and refined policy content elements for the open sharing policies of scientific data newly released by the top 50 universities in QS World University Rankings, and then made policy suggestions for the formulation and improvement of domestic research institutions according to the results of above policy assessment analysis.It was suggested that domestic research institutions should pay attention to the standardization, integrity and comprehensiveness of the policy content elements so as to formulate and improve their open sharing policies of scientific data, draw on the advanced policy practice of world-class universities to formulate a thorough policy system of open scientific data for research institutions, and attach importance to the cooperation and coordination between the open sharing policies of scientific data issued by other stakeholders.
