长江经济带城市绿色创新效率的时空特征及影响因素

摘　　要：为实现我国城市发展的绿色转变,以长江经济带37个城市为研究对象,基于超效率SBM模型和GML指数评价城市绿色创新效率及其时序动态演变规律,并运用空间杜宾模型检验不同区域效率的制约因素。研究表明:长江经济带城市绿色创新效率整体上升,下游、上游和中游从高到低依次排列,区域差距悬殊;中游地区技术进步优于上游地区,但技术效率有较大提升空间;整体上邻近城市绿色创新效率提高会对本城市产生正向溢出效应,但中游地区的溢出效应为负;整体上经济发展、产业升级和城市开放均促进绿色创新效率提升,环境规制与效率呈"U"型曲线关系,但在不同区域各因素的表现具有显著差异。并为长江经济带平衡环境保护和经济增长以及实现区域协同发展,从建设协调发展带、改进地方政策实施理念和继续推进对外开放等方面提出对策建议。In order to realize the green transformation of urban development in China, this paper takes 37 cities in the Yangtze River Economic Belt as the research object based on Super-SBM model and GML index, evaluates the urban green innovation efficiency and its dynamic evolution rule, and uses spatial Durbin model to test the constraints of efficiency in different regions. The results show that, firstly, the overall green innovation efficiency along the Yangtze River Economic Belt has increased, and the downstream, upstream and midstream area is arranged from high to low, the regional gap is wide. Secondly, the technological progress of midstream area is better than that of the upstream area, but midstream area still has much room for technical efficiency. Thirdly, improving the green innovation efficiency of nearby cities will have a positive spillover effect on the city as a whole, but the spillover effect in midstream area is negative. In addition, the economic development, industrial upgrading and urban opening up all promote the improvement of green innovation efficiency as a whole, and the relationship between environmental regulation and efficiency is a U-shaped curve, however, the performance of factors is significantly in different areas. Finally, the paper also puts forward countermeasures for the Yangtze River Economic Belt to balance environmental protection and economic growth, and realize regional coordinated development from the aspects of building a coordinated development belt, improving the concept of local policy implementation and continue to open up.
