海洋强国目标下实施陆海统筹的系统思考

摘　　要：陆海统筹已成为建设中国特色海洋强国的主要抓手。本研究对陆海统筹相关文献进行了系统梳理,发现对陆海统筹问题的研究具有明显的阶段性特征,涉及"海洋强国目标下的陆海统筹"的成果不断丰富,并形成以问题内涵、主要领域和建设路径为关键内容的研究范式。作者认为需要加强与陆海统筹相关的5个方面的理论研究,并论述了分层次实施陆海统筹的基本内涵与主要领域,就建设海洋强国目标导引下的陆海统筹研究提出建议。Land-Sea Coordination(LSC)has become the main starting point for building a maritime power with Chinese characteristics.This study systematically combs the relevant literature on land and sea planning,and finds that the research on Land-Sea Coordination has obvious periodic characteristics.The results of land and sea planning under the goal of becoming a maritime power are constantly enriched,and a research paradigm with problem connotation,main fields and construction path as the key content is formed.The author believes that it is necessary to strengthen the theoretical research on five aspects related to Land-Sea Coordination,discusses the basic connotation and main fields of implementing Land-Sea Coordination at different levels,and puts forward some suggestions on Land-Sea Coordination under the guidance of the goal of building a marine power.
