日本“巨型FTA”战略:演变、特征、评估及对中国的影响

摘　　要：大力推动"巨型FTA"是日本FTA战略逐渐深化的结果,代表着日本自由贸易的新动向。日本"巨型FTA"战略分为形成和发展两大演变阶段,其实施特征主要包括同时推进、重点突破、灵活机动,建立并完善"高标准"贸易规则模板,以主导推动亚太自贸区成行为最终目标。"巨型FTA"战略是日本亚太经济合作战略的体现,对于日本进一步获取国际经贸规则话语权有助力作用,不过在战略层面上难以摆脱美国的制约,而日本政权更迭又增大了战略实施的不确定性。日本"巨型FTA"战略在贸易规则、贸易环境与战略布局这三个层面上会对中国自贸区的建设与发展产生较大影响,有必要对其进行密切关注。Vigorously promoting the"mega-FTA"is the result of the gradual deepening of Japan’s FTA strategy,which represents a new trend of Japan’s free trade.Japan’s"mega-FTA"strategy is divided into two stages of formation and development,and its implementation features mainly include simultaneous promotion,key breakthroughs,flexibility,and the establishment and improvement of"high-standard"trade rule template,so as to lead the final goal of promoting the FTAAP.The"mega-FTA"strategy is the embodiment of Japan’s Asia-Pacific economic cooperation strategy,which contributes to Japan’s further acquisition of the right to speak in international economic and trade rules.However,it is difficult to get rid of the constraints of the United States at the strategic level,and the change of Japanese regime has increased the uncertainty of the implementation of the strategy.Japan’s"mega-FTA"strategy will have a great impact on the construction and development of China’s free trade area from three aspects of trade rules,trade environment and strategic layout,and it is worth paying close attention to it.
