摘　　要：2019年交通运输部相继印发交运规[2019]1号《城市轨道交通初期运营前安全评估管理暂行办法》和交办运[2019]17号《城市轨道交通初期运营前安全评估技术规范第1部分:地铁和轻轨》等系列文件。基于此,文章对城市轨道交通初期运营前的安全评估工作进行梳理,强化运营前安全评估的目标和要求,规范运营前系统功能核验及联动测试相关要求。In 2019,the Ministry of Transport successively issued a series of documents such as the“Interim measures for administration of safety assessment before initial operation of urban rail transit”(JYG[2019]No.1)and the“Technical specifi cations for safety assessment before initial operation of urban rail transit,Part 1:Metro and light rail”(JYG[2019]No.17).Based on this,this paper standardizes the safety assessment before the initial operation of urban rail transit,strengthens the objectives and requirements of the safety assessment before operation,and standardizes the requirements of the system function verifi cation and linkage test before operation.
