论党内法规对党内关系的调整

摘　　要：党内法规的调整对象是党内关系,该对象在范围上并不包括党外关系。党内法规对党内关系的调整具有"由内及外"的特点,无论在对党内不同主体调整的优先性上,还是在调整效果上,抑或在调整的内容及调整方法运用的顺序上,党内法规对党内关系的调整都体现了"由内及外"的鲜明特点。党内法规调整党内关系"由内及外"的特点决定了党在运用党内法规调整党内关系过程中必须狠抓党内"关键少数",必须充分实现法规调整效能,且必须强化对广大党员思想的调整,以此实现党内法规对党内关系的科学调整、高效调整以及全面调整。The object of the internal CPC laws and regulations is intra-Party relations,which does not include non-Party relations in its scope.The adjustment of the internal CPC laws and regulations to intra-party relations has the characteristics of"from the inside to the outside".The adjustment of internal laws and regulations reflects the distinctive characteristics of"from the inside to the outside"in terms of the priority of adjustment to different subjects within the party,the effect of adjustment,or the requirements of adjustment.The characteristics of the internal CPC laws and regulations adjusting intra-Party relations"from inside to outside"make the Party pay close attention to the"key minority"in the process of adjusting intra-party relations by using in the internal CPC laws and regulations,realize the adjustment efficiency of the internal CPC laws and regulations to the greatest extent,and strengthen the ideological adjustment of the majority of the CPC members,so as to realize the scientific,efficient and comprehensive adjustment of intra-party relations by the internal CPC laws and regulations.
