摘　　要：“十四五”期间,苏南国家自主创新示范区要在创新驱动发展和科技体制改革中继续发挥引领作用,关键是要推动苏南地区9个国家高新区率先实现高质量发展。文章通过案例研究,梳理了法国索菲亚科技园等4个高科技园区的发展情况,凝练出可供江苏苏南地区高新区参考借鉴的3条共性经验,推导出加快建设自主可控的高新技术产业体系、大力培育支持科技型企业发展、试点布局建设高水平科学城、构建开放融合的创新创业生态、持续深化体制改革和机制创新等5项启示,以期为江苏苏南地区高新区高质量发展提供路径参考。During“the 14th Five-Year Plan”period,in order to continue to play a leading role in the innovation-driven development and sci-tech system reform,Sunan National Innovation Park needs to promote the nine national high-tech zones to take the lead in achieving high-quality development.Through case studies,the article compares the development of four high-tech parks,such as Sophia Antipolis,and condenses three common experience that can be used as reference for high-tech zones in South Jiangsu.Five inspirations are put forward to provide reference for the high-quality development of high-tech zones in South Jiangsu:accelerating the construction of independent and controllable high tech industrial system,vigorously cultivating and supporting the development of technology-based enterprises,piloting the layout and construction of high-level science cities,building an open and integrated innovation and entrepreneurship situation,and continuously deepening institutional reform and mechanism innovation.
