张謇地方自治思想探析

摘　　要：张謇地方自治思想是张謇在政治、法律思想方面的重要内容,对今人具有正反两面的借鉴意义。张謇地方自治思想具有务实、科学、实践成效显著等特点,与今天的全球在地化理论相契合,具有先进性,但其地方自治思想和实践主要是传统的乡绅之治,缺少地方人民自己做主的内容。这种局限性加上历史条件的限制,使张謇开创的南通地方自治事业随其逝世而终。Being an important part of his political and legal thoughts,Zhang Jian′s idea of local self-governance has both positive and negative reference significance for the contemporary society.It has the characteristics of being pragmatic,scientific and remarkably effective in practice,which is in line with today′s glocalization and shows its advanced nature.However,his self-governance is traditionally run by squire instead of local people who have in fact no right to make their own decisions.It is this limitation coupled with the constraints of historical conditions that leads to the end of Zhang Jian′s pioneering work on local self-governance in Nantong with his death.
