“时间银行”互助养老模式存在的问题及对策分析--基于对桂林市的调查研究

摘　　要：在家庭养老与社会养老服务供给不足、养老服务成本高的背景下,“时间银行”互助养老作为一种新型养老模式,能有效践行“积极老龄化”理论,符合我国“互助”的传统文化。本研究通过对桂林市两个自治区级“时间银行”进行调研,明确其取得的成效,提出运行中存在的问题,并从政府、社会、信息化建设、舆论宣传等方面提出推进“时间银行”互助养老模式可持续发展的对策,以期为我国应对人口老龄化问题发挥积极作用。Under the background of insufficient supply of family pension and social pension and high cost of pension service,“time bank”mutual pension,as a new pension model,can effectively practice the theory of“active aging”,which is in line with the traditional culture of“mutual assistance”in China.Based on the investigation of two autonomous region level“time banks”in Guilin,this paper puts forward the following suggestions so as to promote the successful pilot of“time bank”mutual pension model in Guilin and promote the development of pension services in Guilin:give full play to the leading role of the government;encourage social forces to participate actively;promote the information construction;strengthen public opinion publicity and improve social awareness.
