修订《期刊出版管理规定》的思考与建议

摘　　要：【目的】探讨《期刊出版管理规定》修改的必要性和内容,以期为监督管理者提供参考,为期刊人理清思路、指明方向,为行业健康发展提供政策保障。【方法】通过信息收集、文献研究等方法,从期刊的出版活动和转型需求出发,针对版面费的收取、主管主办制度的局限性、出版单位不端行为等问题阐述自己的观点,并列出《期刊出版管理规定》的具体修订建议。【结果】对《期刊出版管理规定》九项条款提出具体修改建议,建立规范的版面费收取监管制度,为期刊的创新发展提供经费保障;改革和完善主管、主办制度,通过设置承办单位助力期刊更好更快发展;严厉打击出版单位的不端行为,净化学术环境。【结论】亟须与时俱进地对《期刊出版管理规定》进行修订,以适应现有的出版改革要求,做精做强一批基础和传统优势领域期刊。[Purposes]This paper discussed the necessity for the revision of the Regulations on the Administration of Journal Publication(hereinafter referred to as the Regulations)and the revision content,which is expected to provide a reference for the supervision and management of journals,guide their development,and create a healthy atmosphere for them.[Methods]Through information collection and literature research,we analyzed the current publishing practices and transformations of journals,thereby expressed our opinions on the charging for publication,journal operation led by the supervision unit and organizer,and definition of misconducts of journal publishers in the current Regulations,and proposed suggestions for revision.[Findings]Suggestions were put forward for nine clauses in the Regulations to establish a standard regulatory system of the charging for publication for financial support of journals,add undertakers in journal operation for fast and high-quality development,and crack down on the misconducts of journal publishers for healthy development.[Conclusions]It is urgent to tailor the Regulations to the demands of current publication industry in an effort to strengthen the development of journals in basic and traditional advantageous fields.
