摘　　要：公益类科研院所开展创新绩效评价有助于创新驱动发展战略的深入落实。从创新效益、创新效率、创新成果转化和创新发展四方面构建公益类科研院所创新绩效评价指标体系,采用层次分析法设定指标权重,模糊数学建立模糊判断结果进行综合评估,以国家半干旱中心为例验证其可行性,剖析其创新绩效水平及存在的问题,提出加大研发投入力度,提高创新成果转化能力和创新产出水平等针对性建议。As the public welfare research institutes are committed to innovation-driven development with evaluation of performances,this paper argues for a performance evaluation scale with indexes covering four aspects of benefit,efficiency,achievement transformation and development.A hierarchical analysis is set of the weights,and fuzzy mathematics of fuzzy results for comprehensive evaluation.Moreover,this study discusses the feasibility and level of innovation performances,and puts forward suggestions for increasing investment in researches,improving the ability to transform achievements and output.
