摘 要:基于种植业和畜牧业8类碳源测算湖北省农业碳排放强度及Tapio脱钩弹性。结果表明,2012年以来湖北省农业碳排放强度呈现不断下降的趋势,2015—2018年为强脱钩阶段,农业经济不断增长的同时,农业碳排放量持续下降。在此基础上,系统梳理了这一时期的湖北省农业政策工具,认为化肥农药零增长工程、畜禽粪便基本资源化利用行动等政策工具是导致碳减排的有效机制,应进一步推广实施。Based on the eight carbon sources of planting and animal husbandry,the agricultural carbon emission intensity and Tapio decoupling elasticity of Hubei were calculated.Results showed that the agricultural carbon emission intensity of Hubei had gradually decreased since 2012,and the strong decoupling stage was from 2015 to 2018,in which the agricultural carbon emissions continued to decline with the continuous growth of agricultural economy.On this basis,the agricultural policy tools of Hubei in this period were systematically combed.It was considered that the zero growth project of chemical fertilizer and pesticide,the action of basic resource utilization of livestock manure and other policy tools were the effective mechanisms leading to carbon emission reduction,which should be further promoted and implemented.
