传统地缘政治理论批判与“一带一路”的地缘政治经济蕴意

摘　　要："一带一路"倡议地缘政治解读之所以长期受制于传统地缘政治理论框架,问题在于研究忽视了对地理逻辑的演进,造成对分工及其地理内涵的忽视。而分工是经济增长的源泉,它的发展使地表不仅是相对静态的自然特征的集合,同时还被层层叠加的社会生产关系包裹。产品内分工阶段,经济活动对社会生产关系的取用与改造,推动了新的地表动态变化过程。国家在追求自身发展中,通过国际区域合作参与到分工经济对地理的改造中,实现了国家对空间的再生产,控制空间生产资料功能的获得,决定未来分工发展空间形态,推动不平衡发展的再现。而"一带一路"倡议体现了中国介入分工经济"地理—经济"过程的创新方式,其本质是一项为推动分工发展而团结海陆国家以创造新地理基础的计划。它凭借解决分工经济两难冲突的新方案、立足正确地理观的空间设计以及对空间矛盾的精准定位和有效修正,超越以往国际区域合作框架,形成了一个能够促进分工经济持续发展、推动生产地理优化更新,并促使两者良性循环的崭新空间。The reason why the geopolitical interpretation of the"Belt and Road"initiative has long been subject to the classical geopolitical theoretical framework is that the research has neglected the evolution of geographic logic,resulting in ignorance of the division of labor and its geographic connotation.The division of labor is the source of economic growth.Its development makes the earth’s surface not only a collection of relatively static natural features,but also wrapped in layers of social production relations.At the stage of intra-product division of labor,the use and transformation of social production relations by economic activities promoted a new process of dynamic changes on the surface.In the pursuit of its own development,the country participates in the transformation of the division of labor to the geography through international regional cooperation,realizing the country’s reproduction of space,controlling the acquisition of the function of space production materials,determining the spatial form of future division of labor development,and promoting the reproduction of unbalanced development.The"Belt and Road"initiative embodies China’s innovative way of intervening in the"geographic-economic"process of division of labor.Its essence is a plan to unite land and sea countries to promote the development of division of labor to create a new geographical basis.It can form a geography which can promote the economic sustainable development of labor division,and promote the production optimization updates,and new spaces for both stable benign circulation.By the new solutions to division of economic dilemma conflict,the design based on the correct view of geographical space,and the accurate positioning and effective correction of contradiction space.
