卧底警队也发推——基于英国L郡警局的实证研究

摘　　要：卧底警队属于秘密侦查力量,极少主动向公众公开信息,英国L郡警局为其卧底警队开通Twitter账号在英国和其他国家都鲜有先例。L郡警局通过赋权管理、风险救济管理、沟通场景剧本化社媒培训和季/年度考核等措施进行全局社媒账号管理。该卧底警队警员由于社媒管理机制与卧底警务工作实践的矛盾、信息便捷与安全的矛盾和警务实践与政策矛盾等现实困境,对运营社媒账号抱有消极抵触情绪。综合我国国情和治安情况,我国秘密侦查活动现阶段不具备使用社媒的条件。The undercover police belongs to the secret investigation force,which rarely discloses its information to the public.L County’s police launches twitter for its police force in Britain.This is a rare precedent in Britain and other countries.L County’s Police Department manages its social media accounts through empowerment management,risk relief management,scripted social media training in communication scenarios and quarterly/annual assessments.Because of this conflict between social media management and undercover police work practice,the conflict between information convenience and security,practical dilemma of policing practice and policy,negative resistance to transportation media account reports.Based on the national conditions and public security in China,the conditions for using such social media are not yet available.
